Description:Lutheran World Relief (LWR) seeks Finance Officer to be part of International Finance Unit (IF) who provides operational and strategic financial management support for LWR's International Programs.  The position provides support to IF on financial management, accounting, and grants acquisition as they relate to strategic objectives, programs, overseas offices and partners.
Duties:

I. Financial Management and Accounting Support

  1. Reviews budgets and expenditure reports for partners' projects.
  2. Monitors field office/project cash advances to ensure optimal working capital management;  Coordinate required fund transfers
  3. Provides effective oversight to ensure compliance with donor regulations, budgets, and LWR policies and procedures
  4. Reviews and processes overseas office financial transactions into the HQ general ledger through the preparation of field journals
  5. Provides accounting support to overseas offices
  6. Reviews wire transfer requests to regional offices and partners
  7. Provides support on field office accounting.

 

II. Grant Management Support

  1. Ensures that LWR-HQ and overseas offices direct costs directly chargeable to external grants are in compliance with the grant agreement and all applicable regulations, coded to grant general ledger account, and reported effectively to donors
  2. Assists IF in pre-award screening process;
  3. Assists with preparation and submission of donor reports
  4. Process incoming financial reports (including electronic filing; printing; report review; desk audit as needed); records in writing any financial discrepancies or concerns resulting from report review, and follows up with relevant staff and partners.  Keeps track of financial details related to grants, including processing of funds transfers, field expenditures, cost share expenditures, etc.

III. Grant Acquisition Support

  1. Assists in development of cost applications
  2. Creates various budget templates to be easily adoptable to various donors
  3. Ensures LWR's full cost recovery, incl. direct and indirect costs, are incorporated in all cost applications
  4. Provides guidance to relevant staff (both HQ and overseas) on budget development.
Qualifications:

 

  1. Deep commitment to LWR's core values and ability to model those values in relationships with colleagues and partners
  2. Bachelor's degree in a related field or the equivalent.   A master's degree is desirable. 
  3. Two or more years in accounting and financial management with experience in non-profit accounting preferred
  4. Accounting knowledge is required. Knowledge of general ledger package such as, Sage 100 and Quickbooks is desirable
  5. Knowledge of US government grant-making rules and regulations 
  6. Demonstrated ability to work effectively with local and/or international NGOs, CBOs and other grassroots organizations
  7. Overseas work experience with an international relief and development agency is a plus
  8. Demonstrated skills in a multi-cultural context. 
  9. Excellent interpersonal skills and experience with and commitment to working in a diverse workforce
  10. Highly proficient in using GL, Word, Excel, Access, e-mail and web browser software
  11. Familiarity with Lutheran theology, church structures, and church member motivations and sensitivities preferred
  12. Fluency in English with excellent verbal and written communication skills 
  13. Fluency in Spanish and/or French is highly preferable
  14. Ability to effectively represent organization to internal and external audiences
