Lutheran World Relief (LWR) seeks an Associate Vice President (AVP) for Human Resources (HR). The Associate Vice President for Human Resources is responsible for ensuring that LWR supports, maintains and recruits the talent and expertise needed to support our mission of helping families and communities break the cycle of poverty and meet urgent humanitarian needs.  The AVP will ensure that HR recruiting, programs, systems, practices and day-to-day work in the US and overseas are managed efficiently and in line with the agency’s strategies. Particular focus and attention will be given by the AVP of HR to international HR recruiting, systems, policies and practices.  The AVP oversees the HR team and ensures that the HR strategies being utilized support the needs of Finance and Administration (F&A), International Programs Department (IPD), President's Office (PO) and Strategic Partnerships/External Relations (SPER).  S/he is the primary interface between F&A, IPD and SPER for day-to-day operations. S/he coordinates with the Vice President for the President’s Office and HR on strategic issues, including the setting of departmental priorities.



1. Responding to the growth in LWR overseas offices, lead the initiative to develop  comprehensive HR recruitment, strategy and program for all LWR overseas staff including expats, third county nationals, and local nationals.  The HR program will include personnel policies, onboarding, performance management, salary administration, recruitment policies and practices that allow for scaling up quickly and retention practices that will enable the agency to attract and retain highly competent overseas staff.  Oversee the development and maintenance of Human Resource Handbooks for each of the overseas offices (currently 16) to provide employees with HR policies and procedures. 


2. Provide HR support to overseas staff who may have very little HR knowledge or experience. Conduct HR audits of each country office to and ensure compliance. Ensure that all contracts are in compliance with local law and tax codes.


3. Work closely with NBD staff to ensure that appropriate staffing structures are in place at the time of proposal development and support the HR needs throughout the proposal development process.


4. Focused attention required for key personnel positions including comprehensive expat/tcn policies and systems. 


5. Provide leadership for a comprehensive, fully-integrated HR program and operation for domestic staff for LWR which includes the following:

  • Develop and lead a team of HR professionals to deliver high-quality HR services;

  • Provide leadership in critical areas of training, for example supervisory training, recruitment and hiring training, salary administration, compliance issues and benefits;

  • Develop, manage and administer all personnel policies;

  • Serve as internal consultant and advisor in employee conflict situations;

  • Administer a performance management system;

  • Develop and maintain a creative and cost effective recruitment strategy that will enhance the agency’s ability to attract a diverse pool of highly competent employees;

  • Make recommendations for and manage all employee benefits  including healthcare, dental, vision, life, STD, LTD, life, AD&D, FSA etc.

  • Advise management on all employment related issues including terminations, layoffs, restructuring, to ensure compliance with all laws and protect the organization against potential litigation etc.;

  • Develop and implement an employee orientation program that emphasizes the critical importance of the agency’s mission, vision and core values;

  • Oversee personnel record keeping to ensure compliance with federal, state and local laws; and

  • Remain current on all compliance issues and advise management accordingly.

6. Provide leadership and oversight to maintain a global compensation structure and salary administration policies.


7. Actively participate in professional organizations such as SHRM and InsideNGO.


8. Engagement in ongoing professional development.


9. Engagement in agency –wide activities and initiatives including all-staff meetings, working groups or task forces and implementation of strategic initiatives.


10. Other duties as assigned by supervisor.

  1. Deep commitment to LWR’s core values and ability to model those values in relationships with colleagues and partners.

  2. Bachelor’s degree in human resource management, organizational development or a related field required. Master’s degree in related field strongly preferred.

  3. At least ten to twelve (10-12) years of experience in leading all aspects of a human resource program and team;

  4. Demonstrated hands-on experience with innovative recruitment strategies to fill difficult positions in a timely manner to match the needs of a growing and dynamic organization.

  5. Demonstrated experience creating, launching and maintaining HR programs to a global workforce.

  6. Understanding of and experience with new business development proposal process, and USG rules and regulations.

  7. Professional certification by the Society for Human Resource Management strongly preferred.

  8. Mastery of US human resource law required.

  9. Familiarity with international employment law required and at least five (5) years of international HR experience required.

  10. Experience in non-profit organizations required.

  11. Excellent organizational and interpersonal skills, including ability to resolve disputes and maintain confidentiality required.

  12. Ability to negotiate conflict and maintain constructive working relationships with people at all levels, sensitivity and compassion in counseling a diverse staff.

  13. Excellent oral and written communication skills, to make the complex simple, and communicate policies so that they are judged fair, applied consistently, and override individualized solutions that are driven by emotions.

  14. Demonstrated training skills and experience in training pedagogies that address multiple learning styles and cultural differences.

  15. Ability to resolve problems creatively and logically, to synthesize material and focus quickly on the essence of any issue and the means to address it, and to translate the ideas into action with a strong results orientation.

  16. Proficiency with Microsoft Outlook, Word, Excel, ADP payroll software, and the ability to learn new software if necessary.

  17. Ability to meet competing deadlines, accomplish work in order of priority, and professionally maintain composure and effectiveness under pressure and changing conditions.

  18. Ability to learn new duties and adjust to new situations encountered on the job within a reasonable amount of time.

  19. Commitment to wise stewardship of agency resources.

  20. Fluency in either French or Spanish strongly preferred.

  21. Willingness to travel domestically and internationally, at least 25% of the time, sometimes to countries where LWR works.  Travel may be to countries that are experiencing political instability and have poor infrastructure including poor road conditions, limited amenities and poor housing accommodations. In addition, the travel may be to countries where infectious diseases or vector-borne diseases are present.  Travel may be required to locales that experience extreme temperatures (either hot or cold) and high altitudes.

  22. Overseas work experience strongly preferred.
