Application Deadline: Expressions of interest are being accepted and evaluated on a rolling basis. Submissions should include a cover letter that indicates the region of interest, language abilities, area of expertise in the field of agriculture and earliest date of availability.

Background: LWR is seeking qualified Chief of Party (COP) candidates for several multi-year projects in development in the Middle East. The formal recruitment process is expected between November and April for inclusion as key personnel in proposals, for projects that may start in late 2018 to early 2019.

Description: The Chief of Party overall vision, technical expertise and administrative leadership for the project. The COP is responsible for management of all aspects of the project implementation in meeting the objectives of the initiative including, but not limited to, technical, administrative, operational and logistical management. The COP will lead the coordination among the project team, consortium members, public and private sector partners and government stakeholders, and will liaise with the donor as necessary. S/he is responsible for ensuring that the programmatic implementation meets technical quality standards required by the donor, including monitoring, evaluation and learning. S/he will ensure completion of reports, evaluations, analyses, assessments and deliverables in compliance with donor quality standards

Duties:
 
Leadership, Vision and Strategy:
 
  1. Articulate the impact of the project and adjust the implementation strategy as needed to achieve the intended impact.
     
  2. Make strategic level decisions related to staffing, partnerships, financial and administrative operations, and project design to ensure the reputation of LWR remains at the highest level and to ensure the project achieves the intended impact.
     
  3. Provide motivation for project staff and involved stakeholders to contribute to the success of project interventions.

Representation:

  1. Serve as primary contact to the donor, the public and private sector, and the host country government, taking responsibility for addressing all matters related to the project with these stakeholders.
  2. Strengthen linkages with existing partners and develop linkages with potential partner entities.
  3. Oversee communication strategies for the project in compliance with donor's branding and marketing requirements, as well as LWRs internal procedures.
  4. Assist the LWR Country Director, Regional staff, and/or LWR headquarter staff in articulating the project's contributions to LWR's overall strategies and programmatic expertise.

Program Quality:

  1. Ensure that all activities conform to the terms and conditions of the donor agreement and meet the expected technical quality standards, and that the strategic objectives and results of the project are accomplished.
  2. Oversee the monitoring, evaluation and learning of the project in accordance with LWR and donor monitoring and evaluation requirements.
  3. Ensure that project activities are implemented and monitor the achievement of results, ensuring compliance with project indicators.
  4. Ensure that project activities and approaches adopt best practices in gender-responsiveness, protection, governance, and participant accountability.
  5. Provide leadership and oversight to the consortium, ensuring that all members work cooperatively and that sub-grantees targets for their portion of project activities are fully met according to their scopes of work and sub-award terms.

Project Management and Administration:

  1. Plan, organize and supervise the overall project activities. Ensure the articulation and implementation of quarterly and annual work plans.
  2. Manage all operations related to the project according to the work plan, project documents and implementation strategy.
  3. Oversee the management project funds and other resources for the project.
  4. Prepare status reports, budget information and other documentation as needed, and ensure timely reporting to the donor.

Human Resource Management

  1. Manage the recruitment, onboarding and retention of a team of skilled, competent, qualified and innovative project staff, in collaboration with LWR regional and country program management.
  2. Ensure staff compliance with all LWR and donor administrative, operational procedures and policies, as well as applicable donor regulations.
  3. Supervise senior project-level managers.
  4. Encourage a culture of learning, innovation and creativity, and contribute to an environment conducive to professional development among project staff

 

Qualifications:
  1. Deep commitment to LWRs core values and ability to model those values in relationships with colleagues and partners.
     
  2. Minimum of a Master's Degree in economics, business, international development, agricultural economics, agribusiness or a related field; doctorate level degree is desirable.
     
  3. Minimum 10 years of increasingly higher levels of responsibility working in international development, preferably in commercial value chains, food security, and/or economic growth with an emphasis on development and marketing of agricultural products.
     
  4. Demonstrated ability in successfully leading and managing large donor funded programs (multi-year, valued in the tens of millions of dollars, implemented by multiple consortium members, overseeing a large project team).
     
  5. Chief of party level experience on US Government funded program(s), including USAID, USDA, and Department of State, related to economic growth, livelihoods, rural agriculture or food security is required.
     
  6. Demonstrated capabilities in managing complex consortium or partnership relationships, institutional capacity building, high level strategic vision and leadership. 
     
  7. Experience working effectively with private sector, civil society, local, regional and central-level government authorities and with US Government donors and other development partners is required.
     
  8. Demonstrated experience working with farmer cooperatives in market development, value added processing and the formation of market linkages to private sector actors.
     
  9. Knowledge or understanding of social, economic, and political context governing rural economic development and food security in the Middle East.
     
  10. Knowledge of US Government regulations, policies, and procedures or those of an equivalently complex international government funding organization. 
     
  11. Familiarity with and commitment to gender integration in programming.
     
  12. High level of leadership, interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders 
     
  13. Ability to travel up to 50% of his/her time, nationally and internationally as required.
     
  14. Proficiency in MS Outlook, Microsoft Office, including Word, Excel, PowerPoint, Access and Outlook.
     
  15. Fluent verbal and written English language skills required.
     
  16. High verbal and written proficiency in Arabic.
