Cost Proposal Lead, West Africa - Consultant

Description:Lutheran World Relief (LWR) is a US-based 501(c)(3) headquartered in Baltimore, MD and specializing in agriculture led rural development. We are currently seeking proposals from qualified consultants to work with our business development team and lead the development of a cost proposal for an Millennium Challenge Account-funded project in West Africa. The selected consultant will be responsible for writing and delivering the LWR cost proposal section, including the budget and the cost proposal narrative. The ideal candidate must be professionally competent in English and French, should possess at least five years of experience successfully producing federal government cost proposals and be familiar with federal regulations.

Summary:

The purpose of the Cost Proposal Lead is to create a complete cost proposal and ensure that the final presented cost proposal is highly competitive and adheres to LWR and industry standards. As an integral part of the Proposal Development team, this person will work with all individuals supporting the proposal process, including departments within LWR Headquarters such as Strategic Partnerships, International Finance, and International Programs. The selected candidate should be an experienced professional accustomed to working under high pressure and tight turnarounds to deliver funding proposals.

The proposal may include sub-awards. If so, the selected consultant will work with LWR regional finance staff as well as directly with named sub-recipients to obtain necessary inputs to develop accurate sub-award estimates or full sub-award budgets, depending on solicitation requirements. The consultant is expected to be able to expertly advise on and cost the appropriate sub-awarding mechanisms such as FAAs, grants, contracts or other.

The selected consultant will develop an Excel budget in the specified donor format, with various breakdowns by activity and country anticipated depending on solicitation requirements. To develop this budget, the consultant will request cost estimates from country and HQ finance staff and will present a budget that maximizes LWR cost recovery under the award. The consultant will also be required to present the cost estimates in different formats and at different levels of detail for internal approval and for final delivery.

The selected consultant will write the cost narrative, according to any format or guidance in the solicitation, to precisely and clearly describe all of the guiding assumptions, the overall budget structure, and each of the individual items of cost.

Working with the Proposal Coordinator and HQ Finance and Administration Staff to assemble the required documentation, the consultant will ensure that the final cost proposal package assembled includes all supporting documentation required by the solicitation such as the NICRA letter, certifications and representations.

Place of Performance:

Supervision will be from LWR Baltimore office. Can work remotely part of the time but must be available and able to travel both to the LWR Baltimore office as requested as well as to West Africa on short notice, for up to three weeks total over the projected time of engagement, to attend project design workshop and work with in country finance officers on costing.

Level of Effort and Dates of service required:

Approximately 100% level of effort (LOE) anticipated starting November 2017 and continuing through approximately December 2018.

 

Duties:

 

As part of the LWR Proposal Development team, the Cost Proposal Lead:

• Prepares a "back of the envelope" skeleton budget estimate for the project immediately following the kick-off meeting, to calculate available directs, create plug figures for sub-awards, etc.
• Creates a proposal budget template to match the donor requirements outlined in the solicitation
• Prepares entire LWR budget, seeking maximum competitiveness and cost recovery
• Solicits and integrates inputs and budgets from individual country offices and LWR headquarters into final budget and narrative
• Integrates inputs from any named sub-recipients to create detailed sub-award budgets, if required by solicitation or LWR internal processes
• Ensures the final cost proposal is complete according to solicitation instructions- including budget narrative and as required the SF424, certifications and representation
• Writes budget narrative and other cost application sections in close collaboration with the Technical Lead Writer, Technical Content Coordinator, and Proposal Coordinator.
• Participates in project design sessions to determine budget implications of planned activities
• Manages budget development timeline and keeps the Proposal Coordinator informed of progress on budget development
• Liaises with LWR Private Sector Relationship Manager, Relationship Managers, Proposal Manager, and Technical, Management, and Cost Proposal leads as appropriate.

Qualifications:

 

• Able to deliver on time and to specifications under high pressure and tight deadlines with minimal direct supervision
• Significant experience working on proposal teams, understands proposal dynamics and comfortable with stress and fluid situations
• In-depth experience developing cost proposals for Federal cooperative agreements
• Seeks and accepts direction and supervision as needed but also able to use professional judgement and experience to make decisions without micro-management
• Confident expert who can advise on and make decisions on best cost and budget structure to maximize cost recovery
• Solid knowledge of Federal assistance regulations required
• Highly proficient in Microsoft Excel, ability to present costs in multiple formats and integrate raw inputs into final cost structure
• Excellent written communication skills, ability to write or tailor content to solicitation requirements
• Ability to work as part of a distributed team
• Fluent English speaker with Advanced French required
• Valid passport, willingness and ability to travel anywhere to West Africa
