Regional Representative for the Northern Triangle

The Regional Representative for the Northern Triangle (RR-NT) will lead LWR's efforts to scale-up its presence and impact in the Northern Triangle region of Central America (El Salvador, Guatemala and Honduras). S/he is the leader for LWR's staff and programs in Honduras, Guatemala, and El Salvador. S/he will directly supervise the Country Program Managers for El Salvador & Honduras as well as project director/ coordinators in these countries. S/he is responsible for the current annual budget of approx. $2.5 million, including funding from USAID and other donors but with the expectation that s/he will lead significant growth in project funding to an expected $5 million/year by 2020. S/he is responsible for the effective management of the offices in El Salvador and Honduras as well as a for positioning LWR for a potential future office in Guatemala, for developing new partnerships and strategic alliances, leading the Northern Triangle team in identifying and pursuing opportunities for new business development that are aligned with LWR's focus on agriculture, climate change, and emergency response. S/he develops and manages annual budgets for the region, and ensures that staff comply with donor, host government, and LWR rules and regulations. S/he will raise the visibility of LWR by representing LWR regionally at high levels to donor agencies, peer organizations, U.S. and host government authorities, and other networks. S/he is responsible for ensuring that LWR management and programs are innovative and meet LWR's quality standards and for overseeing security of personnel and assets in the region. The RR-NT also plays a key role, working with other Departments, in strategic thinking and in linking programs and partners to LWR's donor, constituent, and advocacy targets.

Duties:

Representation:
• Lead and maintain the development of strategic relationships with key actors (USG, other bilateral donors, private sector, peer organizations, local partners, government, etc.) in the Northern Triangle to position LWR for large funding opportunities. 
• Participate in relevant networks, forums, and other coordination and learning spaces.
• Coordinate closely with the Regional Director and Deputy Regional Director for Quality & Growth on new business development strategy, identifying opportunities well in advance and developing capture strategies.

New Business Development:
• Establish a clear strategy for the pursuit of external funding from institutional donors for the Northern Triangle region, including strategies for positioning, capture and proposal development.
• Play active role in proposal development processes, usually as consortium or technical lead.

Management:
• Oversee and develop a strong Northern Triangle team through coaching; ensure team learning and individual and team performance standards and accountability; provide frequent feedback to and support for regional team.
• Encourage and nurture strong collaboration between programs and operations teams to ensure successful implementation e.g. joint procurement planning.
• Lead the recruitment of Country Program Managers, Project Directors and regional staff, together with staff responsible for HR.
• Oversee the on-boarding of these new staff to ensure they are adequately prepared and supported to take on their new role.
• Work collaboratively with country staff to identify opportunities, challenges & potential setbacks for country offices and help devise solutions.
• Create an environment of learning and cross sharing within the Northern Triangle region
• Supervise and conduct annual performance appraisals for Country Program Managers and Project Directors
• Coordinate closely with Regional F&A Manager on supervision and workplan prioritization of the Country Finance & Admin Managers.

Safety and Security Oversight
• Keep track of evolving security concerns in the Northern Triangle countries as they may affect LWR staff and programs and develop strategies to mitigate risks.
• Ensure familiarity and compliance with LWR's safety and security procedures and protocols.
• Ensure that country programs have adequate and updated security and safety plans.

Financial & Office Management:
• Develop annual budgets for each country in coordination with program and finance staff.
• Work closely with Regional F&A Manager and Country Finance Managers to monitor the implementation of budgets and cash flows.
• Establish priorities and plans for financial monitoring and training of staff and partners by the F&A Manager.
• Coordinate with F&A on office financial and budget management and monitoring and address regional audit findings.
• Open and close offices as necessary, under the supervision/guidance of Regional Director.
• Budget holder and signatory as per F&A policies.
• Negotiate office registrations with host country governments.

Communication:
• Work closely with the Deputy Director for Quality & Growth and Regional Director on a communications/ visibility strategy for the Northern Triangle
• Inform Regional Director of all changes in operating environment (risks, opportunities, etc.) that may affect staff security, operations, approved projects, annual operating plan, or strategy.
• Participate in policy meetings in DC (approx. 2x per year) in coordination with the Senior Policy Advisor 
• Facilitate visits by Communications and Marketing team members and/or consultants
• Participate in regular check-in calls with Regional Director

 

Qualifications:• Master's degree in international development, international relations, social sciences, or a relevant technical field such as public health, agriculture, water/sanitation, business, etc and ten (10) years of experience. OR a Bachelor's degree with fifteen (15) years of experience. 
• A minimum of ten (10) years relevant work experience, of which a minimum of 5 years must be at senior managerial level in developing countries (prior experience as Director, Country Director or Regional Representative in one of the Northern Triangle Countries highly desirable)
• Significant experience working with an International NGO in at least two of the Northern Triangle countries as well as highly value additional experience within or outside Latin America. 
• Must be fluent in English and Spanish, with excellent verbal and written communication skills in both languages.
• Successful track record in developing, submitting and negotiating proposals for different donor agencies such as USAID, US State Department, UN agencies, bilateral or multilateral donors, foundations, or corporations.
• Demonstrated leadership skills and ability to manage a large, complex, culturally mixed team of people through a participatory and enabling management style.
• Experience developing and managing budgets from both restricted and unrestricted revenue sources.
• Excellent intercultural and interpersonal skills, with a high level of maturity and cultural sensitivity;
• Willingness and ability to travel up to 50% of the time to oversee the countries under his/her supervision, often to remote regions. Ability to withstand extremes of temperature and altitude.
