Senior Technical Advisor for Monitoring and Evaluation

Description:The Senior Technical Advisor for Monitoring and Evaluation reports to the Director of Program Quality and Technical Support and will lead LWR's efforts to systematically integrate high quality, gender integrated monitoring and evaluation into all its agriculture programming. He/she will provide technical advice to the Director for Program Quality and IPD leadership regarding the refinement and/or development of strategies around M&E and agriculture aimed at strengthening LWR's technical approaches and its ability to gather evidence to validate their effectiveness. He/she will provide leadership at the organizational level to ensure that LWR regional and country staff have the support, capacity, systems and resources to understand and execute the strategies with a high degree of quality. He/she will be responsible for providing direct technical assistance in proposals and to ongoing projects that meets or exceeds major donor (USAID, USDA, EU, major foundations) standards. He/she will coordinate with regional level technical advisors to innovatively address challenges in agriculture and M&E and will ensure that all technical support is of consistently high quality. He/she will be responsible for developing, maintaining and updating technical resource materials related to M&E and agriculture.
Duties:1. Provide M&E technical support to high priority restricted proposals to ensure inclusion of quality, efficient, and adequately resourced monitoring and evaluation and agriculture interventions.
• Ensure good coordination and prioritization with LWR's regional teams and its new business development team so that business development needs are adequately met while also ensuring the ability of the M&E unit to achieve its other priorities.
• Develop tools/guidelines for the incorporation of breakeven/profitability analysis to enhance the competitiveness of ag. proposals.

2. Act as the learning lead and main point of contact for LWR's gender integration efforts.
• Review proposals for basic gender integration standards.
• Provide basic training for LWR staff on gender integration concepts.
• Facilitate the gender learning group

3. Develop and monitor an M&E strategy that fits into and compliments the Program Quality unit's strategy and contributes to achieving the International Program Department's Rural Economies and Agriculture Livelihoods (REAL) Strategy.
• Analyze the effectiveness and adapt the strategy based on emergent needs and priorities of LWR.

4. Manage M&E unit staff and M&E unit related grants.
• Manage the unit's restricted and unrestricted budgets to ensure good stewardship of resources and compliance with LWR policies and grant requirements.
• Coordinate regional M&E strategies and provide technical support to RTAs as needed
• Ensure that all unit related grants are implemented on time, achieve a high degree of quality, provide evidence of success, and meet all donor requirements and expectations.

5. Coordinate, collaborate, and communicate with LWR leadership, LWR's regional monitoring and evaluation technical advisors and their supervisors, as well as other key LWR staff in other departments, to ensure ownership and strategic orientation of M&E related priorities.
• Ensure the inclusion of evaluative thinking and relevant DMEL tools and processes into key LWR initiatives and PQTS unit priorities including Learning for Gender Integration, Emergency Response, and Resilience.

6. Ensure that LWR staff have sufficient capacity to design and implement projects with high quality M&E.

7. Represent and seek to raise LWR's profile at key forums, conferences, and events including but not limited to Interaction's Evaluation and Program Effectiveness working group, the American Evaluation Association, Rockefeller Resilience Working Group, etc.

Qualifications:1. Commitment to LWR's core values and ability to model those values in relationships with colleagues and partners.
2. Master's degree in economics, monitoring and evaluation, international development, gender studies or a relevant social science field.
3. Seven to ten (7-10) years of progressively responsible experience in international relief and development with at least five (5) years of agriculture-related, gender responsive, MEL experience.
4. Experience managing teams comprised of members with indirect supervisory responsibilities, creating strategic and annual plans, and identifying and communicating organizational priorities to both internal and external audiences.
5. Experience providing technical support related to the integration of gender into technical designs and MEL systems.
6. Experience designing agriculture value chain and food security projects for USAID and other major donors.
7. Ability to quickly understand complex topics, distill the information, and to provide concise, clear and actionable technical advice.
8. Ability to conduct capacity development trainings for adult learners and demonstrate the effectiveness of the training methods through measurement of increased understanding and ability to apply M&E tools and concepts.
9. Ability to act independently, manage potentially diverse stakeholder needs and priorities, and follow-through with results.
10. Experience with the use of databases and statistical software such as Microsoft Excel/Access, STATA, SPSS, R, etc.
11. Ability to speak Spanish required, French highly desirable.
12. Willingness to travel internationally, at least 30% of the time, sometimes to remote locations with few amenities.
13. Experience with and commitment to working in a very diverse workforce.
