Deputy Regional Director for Operations, Asia and the Middle East Region

Description:The Deputy Regional Director (DRD) for Operations works in conjunction with the Senior Regional Director (SD) and the Regional DRD for Quality & Growth to provide management, supervisory, and technical support to the Asia & the Middle East Regional Team and in focus countries (Nepal, India, Philippines, Indonesia, Lebanon, Syria and Iraq) to efficiently and effectively implement overseas projects, while ensuring programmatic, financial, and legal compliance with LWR and donor policies, procedures, rules & regulations. The DRD for Operations is not directly involved in day to day management of programs but rather provides oversight on overall operations in the field, identifying and implementing practical solutions to improve efficiencies and compliance. The DRD for Operations supervises 3 staff (1 Regional F&A Manager, 2 Regional PM Grants) and will be based in Baltimore. This is a two-year position, renewable depending on availability of funding.


Office Operations
• Ensure flow & access of information between HQ operational support units (HR, F&A, IT, IF, IPD) and country and project teams for consistency in application of policies and procedures.
• Policy development, review and roll-out: participation on cross-departmental working groups to develop or revise policies relating to operations (HR, F&A, Security, compliance, etc) and ensure they are rolled out to the field
• As per 2020 Goal: Improve staff connectivity and systems to increase productivity on a global and integrated level.
• Ensure office managers have required systems and infrastructure in place for efficient operations and in compliance with all relevant LWR host country, and donor requirements
• Tracking and ensuring compliance and submission of required documentation for support of country registration and legal issues
• Help analyze work flows and work requirements and create more efficient processes

Financial Management Support
• Oversee the annual budgeting and mid-year forecasting process with Senior Director, RFAMs & CDs
• Support budget amendment process as needed during fiscal year
• Establish priorities and plans with the RFAMs and country teams to ensure high quality budget management, financial monitoring, audit exercises and addressing audit findings for the regional and country offices, following generally accepted accounting principles.
• Coordinate with RFAMs and F&A on proper regional office financial and budget management and compliance with donor and LWR regulations.
• Ensure Senior Regional Director has timely information to monitor the implementation of budgets and cash flows for restricted awards and regional offices.

Human Resources Management
• In coordination with HR unit & RFAMs, ensure HR manuals in field offices are updated on annual basis and in line with LWR policy & local labor laws.
• Coordinate closely with Senior Regional Director for AME and project team leads on hiring and termination of field staff.
• Design and implement training workshops on key operation topics in coordination with F&A, HR, and IT.
• Conduct performance planning and appraisals for the Regional Finance and Administration Managers, and Regional Program Manager (Baltimore).
• Coach direct reports in setting priorities and establishing work plans.

Safety and Security
• Ensure familiarity and compliance with LWR's safety and security procedures and protocols at the country level.

Program Implementation
• Serve as HQ lead coordinator for major projects related to:
- Project launches to ensure thorough orientation of project staff to the project design and budget.
- Technical assistance by appropriate parties from HQ or the regional office for the project teams (in coordination with DRD for Quality & Growth)
Communications between HQ teams, regional and country offices, and project leads.
- Ensuring LWR procedures for project reporting, project modifications, and project close-outs are followed by country teams, project staff, Program Managers (Grants), and/or Program Associates.
- Managing processes to resolve implementation challenges, deciding whether to resolve them internally or take them to the donor.
• Oversee the Program Managers (Grants) and other HQ and overseas staff related to donor compliance and reporting of restricted grants.
• Ensure that regional and country staff adhere to plans and monitor results against expected outcomes and indicators.

New Business Development
• Contribute to pursuing new funding opportunities with institutional donors including U.S. Government or other bilateral or multilateral donors, foundations, and corporate philanthropies.

• Engage in ongoing professional development.

1. Deep commitment to LWR's core values and ability to model those values in relationships with colleagues and partners.
2. A graduate degree in a field relevant to international development or a bachelor's degree with equivalent relevant training
3. Seven or more years of progressively responsible experience in international development; 3-5 years of experience working overseas in the region of assignment.
4. Demonstrated experience managing medium to large scale (above $1 million) US government and foundation grants and relationships with institutional funders.
5. Clear understanding and demonstration of compliance with organizational policies & procedures as well as donor rules and regulations.
6. Direct supervision of at least 2-3 staff people at a time.
7. Experience effectively coordinating with a large group of stakeholders, including local partners and community based organizations, field office staff, headquarters staff, international partners and donors, and technical advisors.
8. Overseas office management experience.
9. Proficiency with Microsoft Outlook, Excel, and Word, as well as internet-based communications (Skype, Messenger).
10. Ability and willingness to travel up to 35 percent of her/his time, including adverse conditions and/or crisis zones.
11. Excellent oral and written communications skills in English required. In addition to English, proficiency in Arabic is preferred.
12. Experience with and commitment to working in a very diverse workforce.
13. Understanding of issues related to LWR's strategic objectives of Agriculture, Climate Change and Emergency response.
14. Experience with and commitment to working in a very diverse workforce.
15. Familiarity with Lutheran theology, church structures, and church member motivations and sensitivities preferred.
16. Familiarity with key political, economic, and social justice issues at a practical and policy level.
17. Practical and intellectual familiarity with the specific region. Understanding of issues related to disaster/emergency risk reduction and response helpful.
18. Ability to effectively represent organization to internal and external audiences.
