Regional Program Manager – Asia

The Regional Program Manager - Asia is a member of the Asia & Middle East regional team. S/he works under the supervision of the Deputy Regional Director for Operations to provide management and administrative support to the Asia Regional Team for a diverse portfolio of grants and contracts throughout the lifecycle: starting with positioning for and developing proposals for new business from institutional donors and clients; administering the resulting regional portfolio of U.S. Government, Foundation and/or Corporate grants and contracts; and coordinating and leading staff capacity development and new staff onboarding for grants and contracts management. 

S/he also coordinates as requested LWR and IMA fundraising, communications, and constituent engagement units to communicate LWR and IMA experience and capacity in marketing and business development efforts directed toward institutional donors and clients. This position will be based in the LWR and IMA office in either Baltimore, MD or Washington, D.C.

Duties:

1.  Grants and contracts management:

  • Lead the review of restricted award agreements & development of sub-award agreements with partners;

  • Lead the development of training workshops, systems & tools for the management of restricted grants and ensuring donor compliance;

  • Monitor quality project implementation through sub-grantee work plans, narrative reports, budget and expenditure reporting, compliance with terms of agreements, and project visits.

  • Ensure fulfillment of deliverables and objectives as per the donor agreement and approved proposal documents;

  • Provide guidance & oversight to regional offices in coordination with International Finance through reporting, regular communication with field staff, grants management training, and monitoring trips

  • Lead grants/contracts modification/ amendment process as needed

  • Coordinate to process wire transfers to sub-grantees.

  • Maintain LWR and IMA ’s project information management systems and maintain files such that they meet audit requirements.

  • Maintain contact and strategic relationships with donors;

  • Lead training initiatives for both HQ and field staff on restricted grants/contracts management;

  • Engage with other units in the agency to improve and standardize agency-wide grants and contract management procedures

2. Admin/Finance and Security:

  • Provide admin support to the Asian countries including support in registration, bank accounts, travel arrangements, preparing consultant or procurement agreements and contracts and logistical support.

  • Ensure compliance with LWR and IMA policies and procedures. Assist in the development and/or updating of country specific policies for personnel, finance, administration and security and assure compliance with local law.

  • Ensure that LWR and IMA is in full compliance with country specific laws and requirements related to registration, taxation, payroll/human resources, and reporting.

  • Be responsible to manage the program database into the Phoenix. This includes uploading and maintaining the key information related to the project and analyzing info as required.

  • Monitor security situation and flag it as necessary. Ensure that country security guidelines, SOP’s and policies are in place and they are strictly followed. Comply with LWR AND IMA's safety & security procedures and protocols. Coordinate with the Global Security Director to organize the pre-departure orientation and continuously update the pre-departure orientation package.

 

3. New Business Development and Positioning:

  • Support Deputy Regional Director – Quality and Growth and the New Business Development unit and field staff to design and prepare proposals

  • Identify funding opportunities that are available in the country or regions 

  • Support overseas staff in NBD process

  • Coordinate with New Business Development unit and Quality Team to develop technical marketing materials from current projects

  • Lead any other aspects of proposal development process

4. Program Quality:

  • Support Deputy Regional Director- Quality & Growth and Regional Monitoring and Evaluation Technical Advisor to ensure grant funded project design and implementation fully align with LWR and IMA ’s Design, Monitoring, Evaluation and Learning standards

  • Support Regional Monitoring and Evaluation Manager to build staff and local partner capacities necessary to implement LWR and IMA ’s program quality standards and with the preparation of monitoring and evaluation tools and plans.

  • Participate in evaluation design, selection of evaluators, and dissemination of evaluation results to stakeholders

  • Oversee project audit and evaluation processes: assist with project consultant identification; draft and oversee the execution of contracts in conformity with LWR AND IMA procurement policies and procedures; and ensure receipt and review of project audits and evaluations

  • Collaborate with other Regional Program Managers to ensure standardization of policies and procedures related to restricted award management.

  • Be responsible and accountable for engaging US Lutherans effectively in the work of LWR AND IMA and ensuring that its work in marginalized communities is of the highest quality and integrity.

  • Contribute to documentation of LWR and IMA ’s programming for internal and external audiences.

5. Representation and Coordination

  • Promote partner organizational capacity development as a part of the accompaniment process and build and maintain solid relationships with them

  • Identify and develop relationships with people, organizations and institutions that can enrich country programs and help achieve LWR and IMA 's strategic goals for Asia 

  • Enhance LWR and IMA ’s visibility in the country by participating in relevant networks, forums and other coordination and learning spaces.

 

6. Other Duties

  • Perform other duties as assigned by supervisor.

  • Engagement in ongoing professional development.

Qualifications:
  1. Deep commitment to LWR and IMA’s core value and ability to model those values in relationships with

  2. A Master's degree in a field relevant to international development is required, or a bachelor’s degree with equivalent experience. Minimum 5 years international development work experience, including developing proposals and project implementation in Asian countries.

  3. Understanding and knowledge of the Asia region and socio-economic development issues and challenges as well as international support.

  4. Extensive experience in designing and implementing Rural Economy, Livelihood, Agriculture, Environment, humanitarian assistance and emergency response program with technical expertise in one of the program areas such as agriculture value chain, youth & gender, disaster risk reduction and food security and others.

  5. Experience effectively coordinating with a large group of stakeholders, including local partners and community-based organizations, field office staff, headquarters staff, international partners and donors, and technical advisors.

  6. Knowledge of budgeting, budget variance analysis and non-profit finance functions.

  7. Experience with gender gap analysis and gender integration in development projects is preferred

  8. Experience working in a diverse multi-national workforce.

  9. Ability to travel up to 30 percent of her/his time, including adverse conditions and/or disaster zones.

  10. Experience with donor regulations, in particular US Govt.
