Senior Advisor, Emergency and Disaster Response

|Description:||The Senior Advisor, Emergency and Disaster Response contributes to the expansion of LWR-IMA's bi-lateral relationship with donors that operates in the emergency sector. He/she fosters relationships with USAID/OFDA, UN, and other private sector organizations with the goal of increasing LWR-IMA's emergency portfolio. He/she will also contribute to the design of emergency program in LWR-IMA strategic regions. |
|Duties:||1. Business Development|
• Contribute to the proactive pursuit of strategic opportunities for new funding to ensure growth of LWR-IMA's emergency portfolio.
• Serve as the technical lead and technical writer to ensure quality proposals in and donor standards.
• Contribute to budgeting and staffing plans and activities for proposals.
2. Technical Oversight
• Provide management, guidance, and technical oversight of all new and existing projects within LWR-IMA OFDA portfolio throughout the project cycle ensuring project design, start-up, implementation
• Ensures all close-out are in line with industry quality principles and standards, donor guidelines, and best practices.
3. Emergency Coordination and Representation
• Collaborate, coordinate, and communicate on a regular basis with USAID/OFDA and other donors, the UN/clusters/working groups, and relevant local government and community actors
• Stay abreast of changing needs and opportunities on the ground, to develop synergies, and to identify opportunities for growth.
4. Program Integration
• Lead the development of emergency program learning - identify opportunities for learning, research and publications in the area of health, agriculture and livelihoods.
• Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda
• Deep commitment to LWR and IMA core values and ability to model those values in relationships with colleagues and partners.
• A bachelor's degree in a relevant field.
• Ten (10) or more years of experience in international donors and emergency response
• Must have implemented bi-lateral donor programs in an emergency setting.
• Experience contributing to proposal for external donor opportunities.
• Strong analytical and problem-solving skills, with the ability to make sound decisions and offer innovative solutions
• Strong relationship management abilities. Ability to respectfully build strategic relationships at all levels of authority, internally and externally.
• Good oral and written presentation and facilitation skills
• Proactive, resourceful, solutions-oriented and results-oriented
• Strong listening skills combined with excellent interpersonal and cross-cultural skills.
• Ability to respond practically, operate independently and communicate proactively in isolated field conditions.
• Ability to be flexible, persistent, calm, patient and diplomatic and to gain respect among staff, local community leaders, local government ministries and donor organizations.
• Willingness to travel domestically and internationally, at least 25% of the time. Travel may be to countries that are experiencing political instability and have poor infrastructure including poor road conditions, limited amenities and poor housing accommodations. In addition, the travel may be to countries where infectious diseases or vector-borne diseases are present. Travel may be required to locales that experience extreme temperatures (either hot or cold) and high altitudes
