TERMS OF REFERENCE
This document summarizes the tasks to be performed under a consultancy to provide temporary support to the Lutheran World Relief & IMA's Honduras Business Development efforts.
• Duration of Consultancy: Up to 20 days
• Start/End Dates: Anticipated start date - April 1, 2019. End date - April 30th, 2019.
• Reports to: Ralph Merriam, Regional Representative for Northern Triangle
To increase our impact on breaking the cycle of poverty and promoting healthier families and communities, Lutheran World Relief and IMA World Health (LWR & IMA) are joining forces. The two humanitarian nonprofits are integrating IMA's global health expertise and LWR's capacities in rural economies and emergency response, creating a unified organization that will help millions more enjoy a healthier, more prosperous tomorrow.
LWR aims to realize agriculture's potential to grow inclusive rural economies and reduce poverty by taking a systems approach in markets, social capital, and the environment, recognizing that gender equity, resilience, and positive youth development must be integrated across all programming. LWR analyzes the interactions of these systems to gain a holistic understanding of the gaps, barriers, and opportunities we can address through our development programming. Meanwhile, IMA has deep expertise and experience in nutrition; water; sanitation and hygiene, responding to sexual and gender-based violence; and promoting maternal and child health
Lutheran World Relief has been working in Honduras since the early 1990s and has maintained a permanent presence in the country since 2011. Working in partnership with local NGOs, farmers' organizations, and other cocoa and coffee value chain actors, LWR engages with agricultural communities primarily in northern and western regions of the country to establish agricultural systems that increase incomes and food security for smallholder farmers.
|Duties:||Purpose: Temporary support for LWR & IMA's Business Development capture efforts in Honduras. The main outputs of this consultancy are:|
• Analysis of the current context in Honduras as it relates to the USAID Feed the Future country strategies and upcoming opportunities. Analysis should include competitor landscape, ongoing programming, and upcoming opportunities.
• Identification of LWR & IMA's competitive position related to the upcoming Feed the Future funding opportunities in Honduras
• Support for positioning LWR & IMA as a prime or a sub for Feed the Future funding opportunities. This includes raising LWR & IMA's profile among potential donors, identify areas in which LWR & IMA can complement existing or proposed programing among potential donors, etc.
This inquiry will involve desk review and direct conversation with donors, experts, and potential prime and subrecipients in Honduras, brokered through the consultant's network and LWR & IMA. This analysis will:
A. Create an overarching resource that: Provides analysis on current activities (incumbent) in order to identify relative weaknesses, gaps and strengths.
i. Provides a detailed analysis of the opportunity(ies) including how programming has changed in the past five years including trends in RFAs, partner choice, etc.
ii. A more in-depth analysis of potential competitors and/or partners for LWR & IMA for upcoming funding opportunities.
iii. Identification of win themes for LWR & IMA vis-à-vis FTF opportunities
iv. Positioning plan for LWR-IMA
v. Where applicable, research and identify information related to regional FTF programming, particularly as it relates to Guatemala.
B. Provide recommendations on proposed strategy for LWR & IMA, including operational suggestions, based on the intelligence gathered while in Honduras related to upcoming opportunities.
i. What is the best approach from a practical standpoint if we want to move forward? Including who LWR & IMA should target as potential primes/partners.
ii. What kind of sub roles would LWR & IMA be best suited for and what kind of financing does each require (for positioning, assessments, etc.)?

o A Masters degree or higher, with at least five years of relevant capture phase experience
o Excellent analytical and oral/ written communications skills
o In-depth knowledge of USAID's Feed the Future Strategy
o Ability to quickly understand technical concepts and thrive in a highly technical environment
o Experience collaborating with and managing relationships with NGOs, government, research, and other institutions, particularly in the Central American region
o Ability to travel to Honduras in early April to meet with wide range of relevant actors
o Must be highly proficient or native in Spanish
