Deputy Regional Director for Operations, Latin America

|Description:||The Deputy Regional Director (DRD) for Operations works in conjunction with the Senior Regional Director (SD) and the DRD for Quality & Growth to provide management, supervisory, and technical support to the Latin America Team in Baltimore and in focus countries (Peru, Colombia, El Salvador, Honduras, Nicaragua & Guatemala) to efficiently and effectively implement overseas projects, while ensuring programmatic, financial, and legal compliance with LWR & IMA and donor policies, procedures, rules & regulations. The DRD for Operations is not directly involved in day to day management of programs but rather provides oversight, guidance and consultation on overall operations in the field, identifying and implementing practical solutions to improve efficiency and compliance. The DRD for Operations supervises 4-6 staff (1 Regional F&A Manager, Regional Program Managers; & Regional HR Manager). |
• Serve as HQ lead coordinator for major projects related to:
o Project launches to ensure thorough orientation of project staff to the project design and budget.
o Technical assistance by appropriate parties from HQ or the regional office for the project teams (in coordination with DRD for Quality & Growth)
o Communications between HQ teams, regional and country offices, and project leads.
o Ensuring LWR & IMA procedures for project reporting, project modifications, and project close-outs are followed by country teams, project staff, Program Managers (Grants), and/or Program Associates.
o Managing processes to resolve implementation challenges, deciding whether to resolve them internally or take them to the donor.
• Oversee the Program Managers (Grants) and other HQ and overseas staff related to donor compliance and reporting of restricted grants.
• Ensure that regional and country staff adhere to plans and monitor results against expected outcomes and indicators.
• Ensure flow & access of information between HQ operational support units (HR, F&A, IT, IF, LED) and country and project teams for consistency in application of policies and procedures.
• Implement operational strategies and work with direct reports in the corresponding implementation of such strategies at a local (country) level.
• Improve staff connectivity and systems to increase productivity on a global and integrated level.
• Improve communication exchange among team members and other internal stakeholders.
• Ensure office managers have required systems and infrastructure in place for efficient operations and in compliance with all relevant LWR & IMA host country, and donor requirements.
• Help analyze work flows and work requirements and create more efficient processes. Experience with matrix structures is a plus.
Financial Management Support
• Oversee annual budgeting and forecasting process with Senior Director, RFAM & CDs
• Establish priorities and workplans with the RFAMs and country teams to ensure high quality budget management, financial monitoring, audit exercises (internal and external) and addressing audit findings for the regional and country offices, following generally accepted accounting principles.
• Coordinate with RFAM and F&A on proper regional office financial and budget management and compliance with donor and LWR & IMA regulations.
• Ensure Senior Director has timely information to monitor the implementation of budgets and cash flows for restricted awards and regional offices.
Human Resources Management
• In coordination with HR-HQ unit & Regional HR Managers, ensure HR manuals in field offices are updated on annual basis and in line with LWR & IMA policy & local labor laws.
• Coordinate closely with Senior Director for LAC, and project team leads on hiring and termination of field staff.
• Design and implement training workshops on key operation topics in coordination with F&A, HR, and IT.
• Conduct performance planning and appraisals for the Regional Finance and Administration Managers, and Regional Program Manager (Baltimore).
• Coach direct reports in setting priorities and establishing work plans.
Safety and Security
Ensure familiarity and compliance with LWR & IMA's safety and security procedures and protocols at the country level
New Business Development
• Contribute to pursuing new funding opportunities with institutional donors including U.S. Government or other bilateral or multilateral donors, foundations, and corporate philanthropies.
1. A graduate degree in a field relevant to international development and/or Business Administration
2. Seven or more years of progressively responsible experience in international development; 2-5 years of experience working overseas in the region of assignment.
3. Demonstrated experience managing medium to large scale (above $1 million) US government and foundation grants and relationships with institutional funders.
4. Clear understanding and demonstration of compliance with organizational policies & procedures as well as donor rules and regulations.
5. Direct supervision of at least 2-3 staff people at a time.
6. Experience effectively coordinating with a large group of stakeholders, including local partners and community based organizations, field office staff, headquarters staff, international partners and donors, and technical advisors.
7. Overseas office management experience.
8. Proficiency with Microsoft Outlook, Excel, and Word, as well as internet-based communications (Skype, Messenger). Familiarity with Office 365 environment including SharePoint, Teams is preferred.
9. Ability and willingness to travel up to 35 percent of her/his time, including adverse conditions and/or crisis zones.
10. Excellent oral and written communications skills in both English and Spanish required.

17. Familiarity with key political, economic, and social justice issues at a practical and policy level. Practical and intellectual familiarity with Latin America as a region. Understanding of issues related to disaster/emergency risk reduction and response helpful.
18. Ability to effectively represent organization to internal and external audiences.
