Regional Program Manager I, Latin America

Description:The Regional Program Manager I is a member of the Latin America headquarters team at Lutheran World Relief and is based in Baltimore, MD. S/he works under the supervision of the Deputy Regional Director for Operations to provide oversight and management for a diverse portfolio of donor and internally funded projects across seven countries for projects up to the $1 million life of project threshold as well as providing general administrative support to the Latin America team.

Program management tasks include assisting with new project design, participating in proposal processes, reviewing awards, obtaining internal signoffs, coordinating project startup, monitoring project implementation, ensuring accurate M&E and beneficiary reporting, and ensuring on time and accurate reporting to internal stakeholders and external donors, including developing project summary documents for the board of directors and external stakeholders.

Regional administrative support includes serving as HQ point of contact for regional staff regarding travel to the USA, for support with legal procedures such as office registrations and powers of attorney, and training and support with project database and other internal systems.

S/he also coordinates with LWR's business development, fundraising, communications, and constituent engagement teams to communicate LWRs signature approaches, project successes and lessons learned, as well as to highlight new funding opportunities for interested donors.

Duties:PROGRAM MANAGEMENT
  • Maintain financial and programmatic compliance with LWR & IMA & donor policies and procedures for all managed projects
  • Maintain complete project and partner records for managed projects (electronic, and online database)
  • Review or co-create project proposals and concept papers. Provide recommendations regarding approval to the Regional Director and prepare proposal packages for approval. 
  • Compose and maintain up-to-date project summary documents for internal and external audiences
  • Ensure timely submission of project reports including programmatic, financial, audit, and evaluation reports. Review and analyze reports for adherence to approved activities and budgets and progress toward intended outcomes. Coordinate with overseas office staff and/or partners to find solutions when reporting problems arise. 
  • Monitor projects and provide donor programmatic and financial compliance training to field offices and partners during travel to the region.
  • Monitor project, fund balances and expenditures. Ensure fund requests are in line with projected expenditures and are transferred according to policy.

REGIONAL ADMINISTRATION

  • Train and support all regional staff on the use of Phoenix (Salesforce) project database and use of the Office 365 platform including SharePoint
  • Serve as the primary HQ point person for regionally based staff for travel to the USA 
  • Support HQ related needs for overseas legal procedures such as office registrations, powers of attorney, etc. 
  • Support the development of regional meeting agendas and arrangements and provide required meeting materials. Facilitate regional meeting training and workshops. 
  • Coordinate employee orientation and prepare orientation manuals, as needed for HQ orientation of overseas hires
  • Engage as requested in the development and periodic revision of LWR & IMA's policies, procedures, manuals, and guidelines. 
  • Backstop the Regional Director, Deputy Regional Directors, and Regional Program Manager II.

BUSINESS DEVELOPMENT AND CONSTITUENT ENGAGEMENT

  • Lead and/or assist in writing, preparing, and packaging proposals to submit to foundations and other potential donors
  • Provide timely and accurate information on programs to the external relations staff, as requested. Prepare responses to inquiries and project descriptions for donor and/or constituent use.

MISC RESPONSIBILTIES

  • Comply with LWR & IMA's safety and security procedures and protocols while traveling outside of assigned duty station
  • Engage in continuing professional education
  • Other duties as assigned by supervisor.
Qualifications:
  1. Three years' experience working in a program administration required. Experience with international development or humanitarian agency working on issues of poverty reduction, local economic development, community development highly preferred.
  2. Experience living, working or studying in the Latin America region is required
  3. Knowledge of key development, economic and social issues in Latin America and the Caribbean, particularly for the specific countries where LWR & IMA work (Colombia, El Salvador, Guatemala, Honduras, Nicaragua, Peru)
  4. Needs strong time management skills and ability to meet deadlines under pressure. Demonstrated ability to manage multiple tasks. Demonstrated ability to work independently (with little supervision), as part of a team, and to accept supervision. Ability to prioritize, take initiative, and see tasks through to completion.
  5. Experience in project design, project budgeting, budget monitoring required as well as an understanding of program-related monitoring and evaluation is required
  6. Master's degree or bachelors plus two years additional experience is required. 
  7. Must be able to conduct business in both English and Spanish. 
  8. Excellent writing, public speaking, analytical, conceptual, and problem-solving skills are required. 
  9. Highly proficient in using Office 365, Salesforce, e-mail, and web browser software. Demonstrated ability to learn quickly to use new software applications effectively. 
  10. Good interpersonal skills, ability to be both a team leader and a team player and to work with people of varied backgrounds. 
  11. Ability/availability to travel as requested throughout LAC region, under rugged and adverse conditions and to high altitudes (up to 30% of the time)
