Consultant – Coffee Sector Development in Timor-Leste
|Description:||Lutheran World Relief (LWR) began working in Indonesia following the 2004 Indian Ocean tsunami, addressing both emergency and long-term development needs. Indonesia remains one of the most disaster-prone countries in the world, with millions of people often affected by earthquakes, landslides, floods and tsunamis. Poor, rural communities have few resources to prepare for or mitigate the effects of these hazards and even fewer resources to recover. Recognizing that effective development helps mitigate the impact of such hazards, Lutheran World Relief works to build community resilience through improving livelihoods, food security, climate change adaptation, and disaster risk reduction. We currently work in the provinces of Aceh, Bali and Nusa Tenggara Timur (NTT).|
As part of country program expansion and leveraging efforts, LWR looks at different opportunities, such as improving of existing works (scaling up) and finding new opportunities in neighbouring countries which share similar opportunities and challenges. Accordingly, LWR is interested in exploring the possibility of program development in Timor Leste (TL).
LWR is seeking a consultant who can be on call for this opportunity in the next 3 months, and estimates up to 15 days LoE for the overall preparation and proposal.
|Duties:||The key objectives and deliverables of the consultancy are:|
To support LWR's preparation for a future coffee opportunity with ADB in Timor Leste in advance of the solicitation, including advice on recruitment/key personnel and cost proposal strategies specific to the Asia Development Bank.
Provide key support to LWR's BD team Coordinator at the time of proposal, specifically on writing the narrative proposal pieces required and providing input on application presentation that would be most appropriate/suitable for ADB.
|Qualifications:||LWR expects to hire an expert who brings together the following qualifications:|
Experience working on Asian Development Bank (ADB) -funded solicitations, including the application process
Knowledge of ADB priorities and proven ability to write compelling proposal content to address them
Proven familiarity with Timor-Leste and regional development priorities
Experience in coffee-related value chains is a plus
