Human Resources Manager

The HR Manager reports to the Benefits Manager and collaborates with all HR team members and other departments to provide support on a wide range of human resources activities to include; Benefits Administration, Employee onboarding and engagement initiatives, payroll administration, performance management, compliance, and support all other functional areas of HR as needed. Manages a variety of complex work and often leads a cooperative project team.

This position can be based in either Washington, D.C. or our Baltimore, MD offices. There will be an as needed expectation of travel between our Baltimore and/or Washington locations.


Benefits Administration

• Assist in benefits administration (medical, dental, life, commuting, etc.) on a day-to-day basis and serve as point-person for benefits related issues for both staff and vendors.
• Assist in developing a new comprehensive orientation program (post-merger), then conduct orientation for newly hired US, Expat and TCN staff.
• Conduct benefits orientation in partnership with the Benefits Manager
• Create SOP for internal processes for on boarding and off boarding staff both HQ and Expat TCN.
• Ensure staff on-boarding and off-boarding are completed in a timely fashion, continually looking to create efficiencies and automation of processes.
• Respond to through to resolution a wide range of benefits questions. Respond independently to routine benefit related requests, escalate and ensure resolution is completed for complex or highly complex requests in conjunction with HR management or carriers/vendors.
• Processes invoices for payment, ensuring timely processing to ensure there are no gaps in coverages.
• Creates HR benefit reports as requested and performs QC and analysis as needed


• Serves as the Primary point of contact with ADP (HRIS) and with the Finance team.
• Resolve issues with the online timekeeping system/ADP.
• Assists with completion of global compensation surveys
• In coordination with HR Manager, ensure that annual merit or COLA increases are correctly entered into the system and produce and QC employee letters ensuring that staff communications are accurate.
• Resolve issues with the online timekeeping system/ADP.


• Respond to employment verifications.
• Demonstrate knowledge of confidentially as it related to HR data and ensure confidentiality of employee information.
• May assist with employee domestic and international handbooks

Staff Development

• Assist with AAP development and deploying diversity recruitment initiatives and pipeline hiring up to and including assisting with the development of and implementation of fellow/intern program
• Support the coordination and implementation of annual performance reviews, ensuring that each employee receives the required review and documentation is placed in employee files; keeps track of the timing and communication of the annual objective setting and performance review process.
• Facilitate the exit interview process for employees leaving the organization; including meeting with exiting employees and assists with evaluating the data collected from this activity for retention purposes.
• Assist with career development and training activities


• Demonstrate knowledge of confidentially as it related to HR data and ensure confidentiality of employee information.
• Provide timely responses to routine inquiries from the field.
• Suggest new procedures and policies to continually improve efficiency of the HR department and organization as a whole, and to improve employee experience.

Qualifications:• Bachelor's degree plus 5-7 years of related experience, or equivalent combination.
• PHR certification or ability to complete within reasonable time frame from date of hire
• Prior HR experience in 2-3 function areas of HR (benefits, payroll, talent acquisition, compensation, learning & development)
• Ability to manages significant processes or projects requiring understanding of the global impact of business unit actions and technical solutions.
• Has experience resolving complex and unique problems using principles and theories from a formal body of knowledge. Effectively incorporates operational and economic understanding into actions and recommendations.
• Possess technical experience in HR systems
• Experience working on issues of diverse scope where analysis requires evaluation of a variety of factors, including an understanding of current departmental/organizational initiatives, goals and corresponding financial implications.
• Demonstrated ability to manage multiple projects and assigned resources.
• Experience interacting with a wide range of audiences including higher-level managers and stakeholders delivering presentations
