SENIOR DIRECTOR, FINANCE AND ACCOUNTING (DRC)

Description:The Senior Finance Director will manage a dedicated and growing team of professionals who attend to the day-to-day financial business of LWR-IMA in the DRC, will strengthen the organization's financial health, management, forecasting and reporting, will improve payment processing and financial transactions timeline to enable the IMA DRC programs better meets their expected results and objectives; will lead the development of effective systems, and will support the organization in managing its growth to increase its scale and impact. S/he will provide hands-on financial leadership to ensure sound financial management and efficient operations throughout the organization within the DRC. This position is perfect for someone looking to work in an African field office of an international development and humanitarian organization who is highly motivated by community led development.
Duties:
  1. Leadership of DRC Finance/Accounting Team
    • Provide leadership and mentoring to the finance team, including the Finance Director, Finance Manager, Finance Officers, Compliance, Accounts, etc. in collaboration with the Finance Director
    • Lead the team in maintaining a highly secure financial system that considers the in-country financial and accounting security concerns, as well as the program need
    • Make actionable recommendations for change/improvement to the Country Director and HQ VP for Finance and Administration / CFO on overall financial operations and oversight
    • Lead strategic and annual planning for the Finance Team, including the setting of milestones and targets to achieve the identified priorities
    • Review proposal budgets and cost notes to ensure all costs are captured and are accurate
    • Serve as a change-facilitator, bringing IMA program and served beneficiaries at the center of IMA financial procedures and transactions while ensuring compliance with donor rules and regulations, as well as IMA policies 
  2. Efficient (timely) workflows of finance and accounting processes
    • In collaboration with the DRC and HQ offices:
      • Create and maintain best-practice financial oversight and financial accountability mechanisms throughout the LWR-IMA DRC office 
      • Lead the revision and documentation of clear financial policies and procedures, and ensure that those are communicated and implemented throughout the LWR-IMA DRC offices 
      • Identify key strategic finance issues and opportunities faced by LWR-IMA in the DRC and develop and implement a plan to address them
      • Improve payment processing and financial transactions timeline to enable the IMA DRC programs to better meet their expected results and objectives, by putting in place payment systems that deliver payments swiftly in the context of DRC
      • Review shared program cost allocations for LWR-IMA in the DRC to ensure equity in distribution across all grants/contracts
      • Ensure that the various regulations of different international donors for assigning and covering direct and indirect costs are appropriately followed and used to cover all LWR-IMA costs appropriately both in DRC and at HQ
    • Make decisions within purview and raise to the home office VP for Finance and Administration / CFO when needed 
    • Together with the LWR-IMA DRC Senior Leadership Team, identify and address cross-functional organizational priorities and build appropriate organization-wide processes and systems
    • Ensure project detailed monthly expenses reports are generated and shared with Program Managers on a timely and regular manner,
  3. Daily finance and accounting leadership
    • Serve as the senior DRC financial liaison between the field and HQ finance teams
    • Serve as a second signatory on the equivalent of cash disbursements over USD $10,000
    • Provide Country Director and his deputies with weekly and monthly financial status reports, including the financial status of the projects and availability of funds for project activities
    • Work with the DRC finance team and the HQ office finance team to ensure the timely reporting, approval, and transfer of funds to the DRC office and partners/subs
    • Coordinate with the HQ on the management of U.S. dollars, local currency, and any donor currencies (currency gains/losses)
    • Review and approve the monthly financial reporting package and submit it to the home office
    • Develop and utilize forward-looking, predictive models and activity-based financial analyses to provide insight into the organization's operations, business plans, and upcoming needs
    • Ensure consolidated reports (advances, liquidations, financial reports/analysis, etc.) are submitted timely to donors and the home office
  4. Compliance
    • Ensure compliance of financial and operations systems with LWR-IMA policies and procedures, donor's rules and regulations, award requirements, and host government laws
    • In collaboration with the Compliance and Internal Audit Teams, conduct compliance reviews, internal audit follow-ups, and hands-on training to ensure sound financial management 
    • In collaboration with the Operations Director, coordinate external and project audits 
    • Coordinate the proper filing of all fiduciary tax reporting in the DRC 
    • In Collaboration with DRC Leadership Team, ensure ongoing oversight of all donor and local government and regulatory compliance
    • Monthly monitoring of accounts receivable and tracking down of receivables more than 30 days delinquent
  5. Subrecipients Capacity Development (when we are a sub, and when others are subs to us)
    • Develop and deliver technical assistance training for local partners on financial compliance and reporting 
    • Ensure sub grants and risks are managed in compliance with organization and donor policies
    • Ensure monitoring of subs is taking place by both the DRC office and the home office
    • Maintain user-friendly grants and subrecipient management resources
    • Ensure annual audits from subs are obtained and appropriately as required
    • Ensure implementing partner reports and project proposals are reviewed for compliance and best practice, identifying areas of concern and opportunities for improvement
    • Stay on top of LWR-IMA DRC's deliverables as a sub and the subs deliverables to us when we are the prime - manage and communicate project reporting, deliverables and compliance calendar and establish timelines through the lifecycle of the grant or contract
  6. Senior Leadership on LWR-IMA in the DRC Leadership Team
    • Provide training on relevant finance and accounting issues, policies, and procedures to DRC Leadership Team members as needed
    • Provide monthly and quarterly financial reports to the DRC Leadership team with a variance analysis
    • Provide update to the DRC Leadership Team on any external audit and internal audit recommendations still pending and their completion trajectory and timeline
    • Serve as subject matter expert on finance, accounting, and donor rules and regulations 
    • Represent LWR-IMA in the DRC with local donors (e.g., DfID) on financial matters
    • Represent LWR-IMA in the DRC with local partners/subs (e.g., SANRU) on financial matter
    • Senior finance liaison with the HQ and VP of Finance and Administration / CFO 
Qualifications:
  • Bachelor's Degree in Accounting or Finance required - Master's Degree, CPA or CA a plus
  • Minimum 8-10 years progressive finance/accounting experience in the international non-profit sector, with at least 5 years working internationally as head of finance for a large and complex country program; experience in the DRC a plus
  • Fluency in English and French required
  • Experience building financial management and technical capacity in local implementing partners
  • Demonstrated experience and skills in developing and managing large budgets of US$50 million or larger
  • Proven hands-on knowledge of US Government, DFID, World Bank, European and UN donor regulations and how to manage various overhead regulations from different donors within the same office.
  • Excellent communication skills, including the ability to communicate effectively in a multi-cultural environment and diplomatically manage collegial relationships
  • Proven experience in the design and maintenance of financial management systems supporting international operations, compliance programs, internal controls, and finance policies and procedures development
  • Ability to lead capacity-building efforts and effectively mentor key staff in a multicultural and multilingual environment
  • Strong Computer skills: facility with MS Word, Excel, accounting software
  • Willingness and ability to travel to remote regions which may include adverse conditions and/or disaster zones to effectively manage staff located in global locations; and ability to withstand extremes of temperature and altitude 
    • Location: The position is located in Kinshasa, DRC. The post will require occasional travel to the provincial offices of LWR-IMA within the DRC and a periodic trip to the home office in Baltimore/Washington, DC (USA)
  • Demonstrated excellence in human resource management, particularly in a multi-cultural environment, including techniques for staff development, training, motivation, and discipline 
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced team environment

  • Experience in a senior financial-management role, partnering with leadership staff, resulting in the development and implementation of creative financial management strategies
  • Proven experience with multi-currency financial operations of a complex international not for profit with a diverse funding mix
