Finance Officer

Description:Position Objective: The Finance Officer, as the key finance liaison for assigned region (Africa, Asia or Latin America), provides financial management, grants acquisition and management support to other departments of Lutheran World Relief.  This includes but is not limited to 1) Management of  external awards, such as, support received from U.S. Government Agencies, foundations, and other donors; 2) Support to overseas offices, including review of financial reports, and their incorporation into HQ G/L; acting as key International Finance Unit liaison for incorporation of regional office financial activity into the general ledger maintained in Baltimore; 3)  Support New Business Development - Serve as key finance person for proposal budget development, including assistance to LWR overseas offices and partners in developing/finalizing budgets.
Duties:

1. Grant Management Support 

  • Ensure that LWR costs directly chargeable to external grants comply with the grant agreement and all applicable regulations, coded to grant general ledger account, and reported to donor.
  • In cooperation with New Business Development Unit and International Program Department coordinate with involved departments the process of cost proposal review and development for new proposals;
  • Manage financial pre-award screening protocol for subgranting of external grants. 
  • Provide training to LWR and subgrantee staff on financial assessments, United States Government (USG) regulations, and financial reporting related to external grants;
  • Ensure compliance with various USG regulations;
  • Prepare financial reports for external donor submission;
  • Perform general ledger analysis of managed accounts;
  • Process incoming financial reports (including electronic filing; printing; report review; desk audit);
  • Issue quarterly project BVAs.

2. Financial Management Support 

  • Develop and maintain processes for communicating regularly financial management aspects to concerned parties/departments.
  • Review and approve budgets for partners' projects.
  • Coordinate relevant financial management training for all levels including budgeting, financial statement review, partner assessment, and partner monitoring. 
  • Work with programs staff to determine need for short- or long-term finance consultants.
  • Conduct internal audits of field offices and follow up on findings from audits.
  • Assist Director of Int'l Finance with preparation of documents for the annual audit.
  • Support the Director of Int'l Finance with internal control assessments of assigned field office projects and partners.  Monitor related corrective action plans.
  • Monitor field office/project cash advances to ensure optimal working capital management. Coordinate required fund transfers.
  • Incorporate overseas office financial activity into the general ledger maintained in Baltimore (Including review of financial reports produced by overseas offices and by partners, and preparation of field journals).
  • Analyze regional office budget variances and perform general ledger analysis of regional office accounts.
  • Coordinate resolution of outstanding finance issues.
  • Analyze budget variances of HQ-based Program Management and other funds;
  • Review and approve wire transfer requests to regional offices and partners.
  • Reconcile data between General Ledger and other database(s).
  • Work with Director of Int'l Finance and other Int'l Finance Team members to standardize financial and administrative tools to be used in all overseas offices

3. Willingness and ability to contribute to LWR's New Business Development initiatives.

4. Engagement in ongoing professional development.

5. Familiarity and compliance with LWR's safety and security procedures and protocals.

6. Other job related duties as assigned

Qualifications:

1. Deep commitment to LWR's core values and ability to model those values in relationships with colleagues and partners.

2. Bachelor's degree in a related field or the equivalent.   A master's degree is highly desirable.  Two or more years in accounting and financial management with experience in non-profit accounting preferred;

3. Accounting knowledge is required. Knowledge of general ledger package such as, MIP and/or Quickbooks is preferable;

4. Knowledge of US government grant-making rules and regulations is required. 

5. Demonstrated ability to work effectively with local and/or international non-governmental organizations, community-based organizations, and other grassroots organizations; 

6. Overseas work experience with an international relief and development agency is a plus;

7. Demonstrated management skills in a multi-cultural context. 

8. Ability to develop and deliver effective training curricula on finance and administrative topics, especially for a non-finance audience;

9. Highly proficient in using general ledger, Word, Excel, Access, e-mail and web browser software;

10. Fluency in English with excellent verbal and written communication skills;

11. Fluency in Spanish and/or French is highly preferable.

12. Ability to travel internationally for periods up to 20% of the time.

13. Ability to effectively represent organization to internal and external audiences;

14. Experience with and commitment to working in a very diverse workforce.

15. Familiarity with Lutheranism, church structures, and church member motivations and sensitivities preferred.
