Program Manager, Grants (Africa)

Description:Purpose:

The Program Manager, Grants (PMG) works under the supervision of the Deputy Regional Director, Africa to provide management, technical and administrative support in (1) backstopping and managing deliverables for the Africa unit's restricted grants;  (2)coordinating with the New Business Development unit in responding to renewal and related grant solicitations; and (3) representing LWR to external audiences. S/he also works with other departments to contribute to LWR's advocacy, fundraising, communications, and constituent engagement efforts. 

Duties:

1. Grants Management

  • Manage project relationships between LWR and USG or major donor grants officers; providing proactive, timely information on grant progress, performance and remedial actions.
  • Review, revise, generate and submit reports and other deliverables to external donors.
  • Process fund transfers, implementing partner cooperation agreements, program and budget modifications and amendments to existing award agreements in coordination with regional staff and International F&A staff.
  • Keep abreast of, and report on, social, political, environmental, and economic trends in the Africa Region, particularly as they relate to LWR programming and partnerships.
  • Collaborate with M&E Manager, external consultants and/or members of the Africa regional team to develop and manage monitoring and evaluation systems, tools and consultancies for grant projects.
  • Ensure compliance with donor rules & regulations.
  • Monitor and provide financial and programmatic oversight in collaboration with international F&A staff and regional teams: track project spending; track performance against project objectives; and manage remedial actions.
  • Maintain grant filing systems and calendars for deliverables.

2. Coordinate with regions (both at HQ and in the field) & NBD unit on LWR's New Business Development initiatives.

3. Provide technical assistance and support to implementing partners and regional teams in grants management and compliance.

4. Familiarity and compliance with LWR's safety & security procedures and protocols.

5. Engage in ongoing professional development.

6. Be responsible and accountable for engaging US Lutherans effectively in the work of LWR and ensuring that LWR's work in marginalized communities is of the highest quality and integrity. Maintain contact with External Relations staff on grant issues and progress for communications needs.

7. Perform other job related duties as assigned.

Qualifications:

1. Deep commitment to LWR's core values and ability to model those values in relationships with colleagues and partners.

2. A Bachelor's degree is required.  A graduate degree in a field relevant to international development is preferred.

3. Three (3) or more years experience working on grants management for an international development or relief organization. Demonstrated experience with US Government regulations and grant procedures strongly preferred.

4. Strong analytical ability.

5. Strong time management skills; ability to meet deadlines under pressure.

6. Ability to produce US government and foundation reports, work plans and other deliverables.

7. Ability to effectively represent organization to external donors.

8. Proficiency with Microsoft Office Suite, as well as internet-based communications (Skype, Messenger).

9. Ability and willingness to travel up to 15 percent of her/his time, including travel in difficult terrain and /or crisis zones.

10. Excellent oral and written communications skills in English. Functional proficiency in French, required.

11. Experience with and commitment to working in a very diverse workforce.

12. Familiarity with Lutheran theology, church structures, and church member motivations and sensitivities preferred.

13. Familiarity with key political, economic, and social justice issues at a practical and policy level in Africa.
