Southeast Asia Regional Representative

Description:PURPOSE:

The SEA Regional Representative is the leader-manager for LWR's regional strategy and programmatic direction in the region and is the official spokesperson for LWR in the region. Her/his primary responsibility is for working with the regional team to guide the regional strategy, identify funding sources and broadly oversee regional programs to ensure that they contribute to the Asia/US Regional Strategy and objectives as well as comport with LWR's vision, values, and strategy. S/he plays a key role, working with other LWR Departments to link programs and partners to donor, constituent, and advocacy targets.

This position will be based in the Philippines, Indonesia, or Thailand, and reports to the Regional Director for Asia and the Middle East. 

Duties:Program Leadership
  1. Provide support to County Directors (CDs) in the management of country strategies that are consistent with the Asia/US Regional Strategy. Lead active engagement in the development and periodic review of LWR's Asia/US Regional Strategy, policies, procedures, manuals, and guidelines.
  2. Oversee LWR funds for the region, assuring timely project funding in support of the Asia/US Regional Strategy and balancing the project portfolio so that it is consistent with operational outcomes. Ensure that all available funds are used for projects that comply with the strategy.
  3. Work with the HQ Regional team and the Country Teams to ensure a timely and appropriate response to emergencies
  4. Work with CDs to identify trends for partner accompaniment and capacity building at the regional level.  Develop, as appropriate, plans for regional accompaniment or learning exchanges including funding opportunities at the regional level.
  5. Monitor, evaluate, and distill lessons learned from the region. Report to LWR headquarters on lessons learned and use that information to improve practice and to inform the next planning cycle. Promote learning among partners in the region, across regional offices, and for LWR as a whole.
  6. Review all concept papers, proposals and partner progress reports and provide timely feedback to CDs.
  7. Provide technical support to country programs, as requested, based on individual expertise and country level need. 

Team Leadership

  1. Oversee and develop a strong regional team, organized around operational outcomes and priorities. Ensure team learning and individual and team performance standards and accountability. Provide frequent feedback to, and support for, the regional team.
  2. Supervise and prepare the annual performance review of the Country Directors. Identify training needs and plan training opportunities for team members to enhance their skills and expertise.

Representation                                                                                             

  1. Initiate and/or strengthen relationships with ACT partners and other humanitarian networks and share LWR's vision, values, policies, strategies, proposal requirements, and other relevant information.
  2. Develop relationships with Lutheran World Federation Department of World Services (LSF/DWS), Lutheran World Federation Department of Mission and Development (LWF/DMD), ELCA and LCMS regional staff and consult with these institutions on development issues and activities in the region.

Public Policy and Advocacy

  1. Keep abreast of, and report on, social, political, environmental, and economic trends in the region.
  2. Work with the Public Policy Department to guide and strengthen LWR's advocacy work in the US by sharing timely information about developments in the region.

Fundraising and New Business Development

  1. Work with the Country Directors, HQ Asia Unit, and the HQ New Business Development Unit to develop an annual grant-seeking strategy for the region.
  2. Facilitate initial and ongoing communication between Country Directors and donors based in the country or region.
  3. Coordinate with key bilateral, multilateral, faith based, and other humanitarian agencies and networks based in the region on new business development opportunities
  4. Provide support and guidance to Country Directors on proposal development for external funders.
Qualifications: 
  1. Deep commitment to LWR's core values, and ability to model those values in relationships with colleagues and partners.
  2. Ten years working experience with a range of international humanitarian agencies.
  3. Familiarity with key development and social justice issues at a practical and policy level. Practical and intellectual familiarity with the specific countries where LWR works.
  4. Post-baccalaureate degree in social sciences, economics/finance, regional studies, agriculture/forestry or other relevant discipline, or equivalent experience.
  5. Fluency in English and at least one of the languages spoken in the region, with excellent verbal and written communication skills.
  6. Ability to manage an office, program, and budget, and to supervise staff.
  7. Demonstrated experience in the design, management, implementation, monitoring and evaluation of development and emergency response projects.
  8. Good team skills as both a player and leader with ability to cope under difficult circumstances with a high degree of cultural sensitivity.
  9. Excellent interpersonal and public speaking skills. Ability to communicate effectively with a wide range of audiences.
  10. Ability to travel up to 50% of his/her time. Ability to travel at least once a year to U.S. headquarters.
  11. Proficiency in using Microsoft Word, Excel, e-mail, and web browser software.
