Director, Lutheran Malaria Initiative

Description:The Director, Lutheran Malaria Initiative (LMI) works to provide management, supervisory, and technical support to all Lutheran Malaria Initiative programming overseas to achieve LMI objectives and outcomes in Africa and Asia and the Middle East (Asia/ME). The Director, LMI also works to engage LMI partners (the Evangelical Lutheran Church in America and the Lutheran Church Missouri Synod) and other key LMI stakeholders in joint LMI program planning, evaluation and learning efforts. S/he also works with other regions and departments to contribute to LWR's advocacy, fundraising, communications, and constituent education efforts.
Duties: 

1. Program Development and Implementation:

  • Foster development of LWR's LMI-related 5-year regional strategies and annual Operating Plans, and help the Africa and Asia and Middle East regional teams ensure that regional and country staff adhere to plans and monitor results against expected LMI outcomes and indicators. 
  • Explore opportunities for LWR expansion or engagement in new geographic and/or other malaria-related programming sectors.
  • Develop malaria technical strategies and provide technical support across the regions.
  • Manage or assist Africa and Asia teams in managing malaria-related grant implementation, monitoring and reporting to donors by HQ, overseas offices and/or Develop concerted strategic and operational planning processes for LMI programming overseas with key LMI partners/stakeholders; develop LMI overseas program management tools and processes developed.

2. New Business Development:

  • Help identify and pursue new LMI-related funding opportunities with institutional donors including U.S. Government or other bilateral or multilateral donors (like the Global Fund), foundations and corporate philanthropies.
  • Contribute to development of corporate capability statements and public relations materials for donors on key LWR health-related sectoral areas and signature approaches

3. Human Resources Management:

  • Supervise and conduct annual performance appraisals for Malaria Program Manager and Program Associate, LMI (to be recruited)
  • Provide technical (dotted line) support and supervision to staff in LWR's East and West Africa "Centers of Excellence"

4. Financial Management Support: 

  • Provide technical support to regional offices in the development of annual budgets in coordination with Africa and Asia team staff members.
  • Monitor the implementation of budgets and cash flows for LMI programming
  • Coordinate with F&A on LMI regional office financial and budget management and monitoring, address audit findings, and help ensure that malaria-related externally funded grants comply with donor and LWR regulations.

5. U.S. Lutheran Engagement:

Be responsible and accountable for engaging US Lutherans effectively in the work of LWR and help ensure that LWR's work in marginalized communities is of the highest quality and integrity. Specifically:

  • Coordinate with PPA to develop advocacy strategies and messages on LMI and health-related issues
  • Coordinate with CMR, CCE, MA and overseas offices to ensure that the work of LWR under the LMI is made visible to our constituents
  • Ensure that Lutheran constituents interested in Africa, Asia and the Middle East, including individual or church donors as well as visitors to the region, receive information on our malaria programming
  • Develop synergies between US LMI programming and LMI program work overseas

6. Representation:

  • Identify and develop collegial relationships with people, organizations, and institutions in the U.S. and in the region that can enrich the LMI program.
  • Participate in relevant Interaction, ACT or other forum committees and working groups and in other relevant networks.
  • Represent the LMI to LWR's Board of Directors, leadership, and staff.
  • Represent the LMI to ELCA, LCMS, Lutheran World Federation, and other Lutheran bodies.

7. Other duties as assigned by supervisor.

Qualifications: 
  1. Deep commitment to LWR's core values and ability to model those values in relationships with colleagues and partners.
  2. A graduate degree in a field relevant to international health or development
  3. Two or more years experience working with or for local organizations in Africa  to foster health or community development.  Demonstrated ability to work effectively with local and international non-governmental organizations, community-based organizations, faith-based organizations and/or other grassroots organizations.
  4. Seven or more years of progressively responsible experience in international health or development; specific experience with malaria control programming a plus.
  5. Demonstrated ability to successfully solicit grant funding from government, foundation or institutional donors, to manage program implementation and manage relationships with institutional funders.
  6. Demonstrated familiarity with multilateral humanitarian and development organizations strongly preferred, including the Global Fund, WHO, Roll Back Malaria and UNICEF.
  7. Experience designing projects, writing proposals, and project monitoring and evaluation.
  8. Proficiency with Microsoft Outlook, Excel, and Word, as well as internet-based communications (Skype, Messenger).
  9. Ability and willingness to travel up to 35 percent of her/his time, including travel in difficult terrain and /or crisis zones.
  10. Excellent oral and written communications  and representation skills in English; proficiency in French preferred.
  11. Staff supervisory experience.
  12. Experience with and commitment to working in a very diverse workforce.
  13. Familiarity with Lutheran theology, church structures, and church member motivations and sensitivities preferred.
  14. Familiarity with key political, economic, and social justice issues at a practical and policy level. Practical and intellectual familiarity with public health issues in Africa. Understanding of issues related to public in Asia helpful.
  15. Ability to effectively represent organization to internal and external audiences.
