The Senior Manager for Global Security (SMGS) is responsible for ensuring safety and security of Lutheran World Relief staff and assets through the design and operationalization of safety and security systems, policies and best practices. The SMGS will provide overall leadership in the areas of safety and security informed by an understanding of the complex operating contexts and dynamics specific to LWR’s areas of operations in some of the most insecure environments, so as to enable the organization to deliver programs, respond to changes quickly, and systematically manage security risks to an acceptable level. The work involves contributing to the creation of an adaptive and resilient organization that is prepared for, responds well to, and recovers quickly from adverse events using a ‘continuous improvement’ approach. This role is tasked both with big-picture strategic thinking around security, as well as with supporting regional and country staff in operationalizing and complying with specific security policies and measures.
The SMGS will work with the LWR regional and country offices to ensure that organizational security policies and procedures are appropriate to the context and are known to staff. S/he will advise on humanitarian access processes and approaches in close coordination with program teams. The SMGS will analyze security trends and recommend revisions to Country Safety and Security Plans and Minimum Operating Security Standards (MOSS), and will monitor compliance with these systems.The SMGS will streamline safety and security management approaches in line with global humanitarian principles. The SMGS will conduct onsite security assessments of country and field offices, design and carry out training for staff, and facilitate the development and implementation of appropriate standard operating procedures and contingency plans. S/he will provide expert security and safety advice to all levels of LWR staff in the country offices including context and conflict analysis, advisories, and incident management.
While the SMGS’s role is global in nature, for the first year of the position the SMGS should expect a heavy focus on the implementation of safety and security systems and policies in West Africa, on developing security protocols for LWR’s operations in the Middle East, and on revising global security policies and procedures.
The Global Security Advisor is an advisory position and does not retain line authority over country or regional staff, but rather seeks to bring about change through training and technical support. The position is based at Lutheran World Relief’s headquarters in Baltimore, Maryland U.S.A, and requires extensive travel to Africa, Asia and the Middle East, and Latin America.

Systems, Policies & Procedures Development
Revise and update Field Security Manual (FSM) & Annexes, Country Safety & Security Plans (CSSPs) and Minimum Operating Security Standards (MOSS).
Align LWR’s policies and approaches with industry best practices.
Ensure compliance with minimum safety and security standards.
Design & implement tools for incident tracking, travel management, vehicle tracking, etc.
Safety and Security Management
Support LWR’s field offices and senior leadership in crisis situations and in critical safety and security incidents.
Ensure internal incident tracking system is utilized properly and perform incident mapping and analysis to inform future policy changes.
Collect security related information from local and regional resources as it applies to sites and communicates with relevant regional staff and Country Directors (CD) as appropriate.
Monitor the security preparedness of country staff and work with Country Directors to enforce staff compliance with internal security policies and Standard Operating Practices.
Support International Programs staff in conducting pre-travel security briefings for staff and Board members traveling overseas.
Ensure that proposals to external donors include adequate safety and security considerations in project design and budgeting.
Risk Assessment & Response
Conduct risk assessments of countries where LWR operates.
Conduct on-site assessments of LWR offices and other rented premises, including assessments of physical security measures, visitor control, use of guards, travel security, vehicle security, and assessments of staff knowledge and compliance with security policies and procedures.
Ensure implementation of recommendations resulting from assessments/evaluations of field office security systems.
Staff Capacity Building
Conduct periodic safety drills or crisis simulation exercises for LWR country and/or HQ staff.
Build and maintain a network of Security Focal Points at each field/country office.
Identify other training opportunities.
Internal and External Representation
Serve as the main LWR point of contact for relevant safety and security forums, including InterAction, INSO, OSAC, Inside NGO, UNDSS, ACT Alliance, and others.
Remain up to date on changes and issues in the global humanitarian system, particularly issues related to restriction of access, changing geo-political dynamics and trends.
When needed, represent LWR in external meetings with donors and other stakeholders on matters of safety and security.
1. Deep commitment to LWR's core values and ability to model those values in relationships with colleagues and partners. 2. Bachelor's Degree in a relevant field 3. Record of completion of relevant safety and security-related trainings (e.g. Hostile Environment Awareness Training, Crisis Management Training, or similar workshops or certificate courses on safety and security) 4. Seven (7) years' of relevant work experience at a manager level or above 5.Experience living and working in developing countries 6. Experience working with international non-governmental organizations 7. Knowledge of threat assessment, security awareness and security management in insecure environments 8. Experience in incident reporting, incident mapping, intelligence collation, and analysis functions; setup and execution of an incident tracking systems; and design and implementation of communications systems and protocols for incident reporting 9. Experience with crisis management 10.Experience working collaboratively with established non-governmental security coordinating bodies. 11. Extreme flexibility and ability to multi-task; ability to work within an ambiguous, fast moving environment, while also leading toward clear and effective solutions; and demonstrated resourcefulness in setting priorities and guiding people 12. Knowledge of physical security techniques 13. Ability to develop, implement and drive strategies at global level 14. Ability to work independently and make decisions to maintain organizational objectives 15. Ability to give presentations to high-level internal or external stakeholders. 16. Proficiency with Microsoft Outlook, Excel, and Word, as well as social media, ICT, mobile technology and use of satellite communication equipment, such as satellite phones. 17. Excellent writing and communications skills, advance level fluency in English (writing and speaking). High level of inter-personal and communications skills. 18. Working proficiency (verbal and written) in French required. 19. Travel up to 35% of time, including international travel. Travel may be to countries that are experiencing political instability and have poor infrastructure including poor road conditions, limited amenities and poor housing accommodations. In addition, the travel may be to countries where infectious diseases or vector-borne diseases are present. Travel may be required to locales that experience extreme temperatures (either hot or cold) and high altitudes
